This report explores how the UK is configuring itself for AI regulation in a fast-changing technological landscape. It describes the UK’s ‘pro-innovation’ approach of maintaining sector-specific regulators rather than a single central regulator with one devoted to AI.

The report calls attention to several key government programs such as the AI Opportunities Action Plan, AI Growth Zones, build out of computing infrastructure, AI safety initiatives, and funding for skills and research.

It also discusses the different ideals pushed by these programs such as pursuing innovation versus protecting the general population, economic competitiveness, and responsible governance for advanced artificial systems. On top of that, the report looks at how the UK’s less rigid approach to regulation measures up against the European AI Act, which takes a much tighter grip of regulation resulting in a competition between world powers to determine the future of AI regulation.
